TSI Syria Update: September 7, 2017

A brief overview of key military, political, and humanitarian news developments in Syria.

Military

  • Representatives of opposition-controlled northern Homs and southern Hama met with a Russian delegation for the third time to continue ceasefire negotiations. (All4Syria-AR, Smart News-AR)
  • ISIS fighters launched a counterattack against advancing Assad Coalition fighters and reportedly killed 22 of them in Kabajeb town in western Deir Ezzor province. (All4Syria-AR)
  • Israeli warplanes reportedly targeted a Syrian government military site linked to the Scientific Studies and Research Centre in Hama province near Masyaf overnight. The site is believed to be one of at least three where the government continues to manufacture chemical weapons. (Reuters, Al-Jazeera)  
  • Assad Coalition forces took control of  the towns of al-Haber al-Gharbiya and Rasem Hameeda in eastern Homs province from ISIS. (SANA, Qasioun-AR)
  • Today the US-led Coalition announced it killed two ISIS leaders near Mayadin, Syria on 4 September. (CJTF-OIR)

Political

  • Russian Foreign Minister Sergey Lavrov said that Russia, Iran, and Turkey made progress in “in agreeing the parameters, configuration and methods” for a new de-escalation agreement for the HTS controlled Idlib province. (TASS)
  • Head of the opposition’s High Negotiations Committee HNC, Riyad Hijab, said that the UN mediation process has failed, rejecting comments made yesterday by UN Envoy Staffan de Mistura suggesting the opposition must accept their loss. (Reuters, @MediaPmoffice)
  • HNC spokesperson Nasr Hariri called for the UN Security Council to hold an emergency session following the release of the Independent Commission of Inquiry’s report on the Syrian government’s use of chemical weapons. (@SyrianCoalition-AR, Horrya-AR)
  • A delegation from the Syrian Opposition Coalition met with Qatari Minister of Foreign Affairs Sheikh Mohammed bin Abdul Rahman Al-Thani to discuss Syria developments in preparation for the UN General Assembly. (Etilaf, All4Syria-AR)

Humanitarian

  • A Syrian Arab Red Crescent aid convoy entered the besieged area of Yarmouk today as part of the “Four Towns” agreement in exchange for the entrance of a convoy to the Idlib towns of Fuaa and Kefraya.   • The Syrian Arab Red Crescent allegedly evacuated six humanitarian cases from the besieged Eastern Ghouta neighborhood of Harasta. (@SYRedCrescent)
